Well, the term that’s not being mentioned is "modern." Dali is a modern artist. As he is no longer working today, and has not for decades, he is not considered a contemporary artist.
Though it is highly debated, the era of modern art is generally thought to have begun around the turn of the 20th century and to have ended in the mid 1950s. Therefore, you can consider a modern artist to be historical.

Dali was way ahead of his time and therefore fits into the contemporary scene even if his stuff is over 50 years old. His style could be considered "modern" if you only judged on the paintings/drawings alone and did not consider his peers, era or influences.

Surrealism was the last movement of the so called Avant-Garde movements which also included futurism and dadaism among others. Since the world war II exploded and surrealism ended suddenly due to Nazi persecutions, the surrealist movement had its impact which stronger appraise as time went on, influencing alot of artists from contemporary world in very strong ways. Salvador Dali is someone who forged his art tio such degree it cna be viewed as both contemproary and historic.
