Are the ideas of a contemporary artist are more significant than the techniques and media they use?

If your speaking about the contemporary artists (postmodernists) such as performance artists, then yes, the concept is far greater than the actual subject matter and technique. Its hard to get, but the work gets its meaning from the viewer rather than the artists intensions, meaning or technique. Like dadaism. Contemporary, yet the works were not meant to be seen as beautiful, but rather as a concept or idea.
