These Are Watercolor Paintings From The Early 1900’s And They Are Usually Of A Bust Of A Victorian Lady And In The Bottom It Says O.V. White And I Can’t Find Any Thing On This Artist My Mom Collects Them And She Has About 10 Of Them And Always Looking For More.
You might try looking on the back of the paintings themselves…sometimes they list the gallery/art store where it was initially for sale, or even the name of the person in the portrait. Like you, I didn’t find anything on the web on this particular artist. Something else you might try, is to list in the "want it now" section on eBay, the artist’s name and any available watercolor portrait someone might want to sell. You might get a response from them.
The second link, is to a page I found with a similar portrait like you described, but it’s attributed to a Sara Neill (penciled on the back). Good luck in your search!

I have two clown prints of Artist Robert Owen. I have had these for twenty years. On the back of one is a number 166. One is a clown dressed in dark blue suit oppening a box that has PANDO written on side a clown sitting on it laughing dressed all in white with a big red bow tie and four other clowns floating over top also in white with red trim. 13X17 print. The other print looks to be the same clown dressed in blue suit with red patches on knees. He is floating on a blue ball with white clown faces below and darker clown faces above and behind him. same size print as the other.
